Jim O’Neill, the Deputy Secretary of Health and Human Services, stated in a video message that the funding freeze addresses what he described as “blatant fraud that appears to be rampant in Minnesota and across the country.” O’Neill emphasized, “We have turned off the money spigot and we are finding the fraud.” This measure follows increased scrutiny, particularly after a right-wing influencer’s video highlighted alleged misconduct in Minneapolis.

Background on Fraud Investigations

Claims of fraud have been the subject of investigations for years, beginning with the 2022 indictments of 47 individuals linked to a $250 million scheme exploiting a federally funded child nutrition program during the COVID-19 pandemic. Federal prosecutors have since secured convictions for 57 individuals involved in the theft of funds from the nonprofit Feeding Our Future.

Recent allegations suggest that nearly half of the approximately $18 billion in federal funding for childcare programs in Minnesota since 2018 may have been misappropriated. Notably, many of the accused are Somali Americans.

Donald Trump has leveraged these allegations to bolster his calls for a ban on refugees from Somalia and to target Congresswoman Ilhan Omar, a prominent Somali American and critic of the administration. Omar has urged against blaming an entire community for the actions of a few individuals.

In light of the fraud allegations, O’Neill announced that future payments from the Administration for Children and Families will require “justification and a receipt or photo evidence” prior to disbursement. A fraud reporting hotline and email also have been established to enhance accountability.

O’Neill attributed some of the impetus for the funding freeze to Nick Shirley, a right-wing influencer whose videos scrutinized workers at daycare centers operated by Somali Americans. In response to the funding freeze, Minnesota Governor Tim Walz demanded an audit of daycare centers and emphasized that his administration has been actively working to combat fraud. Walz contended, “We’ve spent years cracking down on fraudsters. It’s a serious issue – but this has been his plan all along.” Walz, who is a candidate for the 2024 Democratic vice presidency, reiterated that the administration will partner with federal agencies to ensure that fraud is addressed effectively.

As an audit is expected to be released by late January, Walz has expressed confidence that it will provide a clearer picture of the alleged fraud, while also reaffirming his commitment to stopping fraudulent activity.
